<p>This first phase of the Credit CARD Act is designed to give more notice to credit card holders that their monthly payment are coming due. Beginning today credit card companies are required to send credit card bills 21 days in advance of the payment due date. Previously, credit card companies were required to send a bill within 14 days of the due date. Now credit card holders have 7 more days notice to pay their credit card bill.</p>
<p>The second change going into effect today is that credit card companies must give card holders 45 days notice of significant changes to their contract. More notice is a good thing, but will people actually read the statements?</p>
<p>You might be asking whether a free market proponent like me approves of these types of laws. I do to the extent that they does not hurt availability to credit and individual rights.</p>
<p>Being pro free market does not mean that you have to believe in laissez faire economics. While I strongly believe in individual rights and liberty, there are things that government can do to increase the rights of individuals. I never want to see the principles of the right to contract freely eroded in this country, but the credit card debt relief laws that are going into effect today do not infringe drastically on our ability to contract freely.</p>
<p>The practice of sending out credit card statements with a short due date is ridiculous. The only reason why credit card companies are doing this is to rack up late fees and give themselves more chances to raise credit card interest rates. Too bad credit card companies&#8217; primary goal is to not just get paid as they originally contracted. Hopefully, the Credit CARD Act will give more consumers time to pay their credit card bills on time. This is the type of credit card debt relief that I applaud.</p>

Today, almost all credit card  companies offer a type of incentive rate during the introductory months  of  receiving the card, usually the first six to twelve months. The most  popular  credit card offer being a 0% APR on your credit card purchases or  balance  transfers during the introductory period.</p>
<p><strong>Facts About 0%  APR  Credit Card Offers</strong></p>
<p style="text-align: justify;">The history of low APR offers began  in the  late 80&#8217;s with monoline banks, otherwise known as limited-purpose   banks. These banks only processed credit cards and didn&#8217;t issue  loans or  deposits. During this time, the so-called APR teasers lured  consumers into believing that the card&#8217;s low APR would last forever, not  knowing  that the rates will dramatically increase after a few months. The same  holds  true today in the financial industry.</p>

<p style="text-align: justify;">When the monoline banks entered the  financial world, they took advantage of a fully available consumer  credit  database and introduced their tempting offers to targeted consumers  through  mail. Again, not much has changed within the credit card industry. When  you  receive these low APR credit card offers, it&#8217;s difficult not to be  tempted. Most  of them claim that you will not pay interest on any kind of purchase or  balance  transfers for the first period of your credit card. It is not, however,  as  simple as that. You should consider several important things about low  or 0% APR  before signing the card application contract. This includes:</p>
<p><strong>0%   APR Honeymoon</strong></p>
<p style="text-align: justify;">The majority of credit card companies  that offer  0% interest rate deals are only good for a limited time. Meaning, the  honeymoon  will end eventually. For credit card companies, you will be offered 0  percent  APR only for the first six months or twelve months, at best usually.  This  information can be found in the fine print of your credit card. Make  sure to  find out definitively when your &#8220;honeymoon&#8221; will expire on the card.</p>
<p><strong>0% APR Not for New Purchases</strong></p>
<p style="text-align: justify;">After  making your  decision between the various 0%  APR  credit cards available, don&#8217;t just go using the card on every little  item  you desire. Why you ask? Because, often times, new card purchases will  not  qualify for the 0% interest.</p>
<p style="text-align: justify;">Some credit card companies only  offer 0%  APR on all balance   transfers. In rare instances, certain card offers will offer the  teaser rate  on balance transfers as well as on any purchases made during the  honeymoon  introductory period, but this is the exception not the rule. Typically,  however,  card issuers and banks will only offer the 0% APR on balance transfers  and will  stick you with high interest rate charges for any of your new purchases  made  with the card.</p>
<p><strong>Late Payments Can Void the Introductory  Rate</strong></p>
<p style="text-align: justify;">When you forget to pay the bills or you mistakenly  miss  the due date on this credit card, the 0% APR offer may immediately  become null  and void. The introductory 0% rate automatically expires with that first  late  payment and the interest rate on your outstanding balance will revert  back to  the much higher APR. Ouch! That being said, make absolutely sure to pay  AT LEAST  the minimum payment (preferably more) on time every month. Otherwise,  you could  be in for a rude and expensive financial jolt until the card balance is  paid  down in full.</p>
<p><strong>0% APR Honeymoon Hangover</strong></p>

<p style="text-align: justify;">Type your &#8220;Signature Panel Code&#8221; which are the last three  digits of the number printed on the back of your credit card, by your  signature line. Select the credit card expiration month and year using  the drop-down menus under &#8220;Enter Your Identification.&#8221;<br />
Type a user  name under &#8220;Create a Login ID and Password&#8221; in the field for &#8220;Login ID.&#8221;  Type a password containing both letters and numbers in the &#8220;Password&#8221;  field. Retype your password in the &#8220;Verify Password&#8221; field.</li>

Type your  e-mail address twice under &#8220;Email Address&#8221; (once in the &#8220;Email Address&#8221;  field and again in the &#8220;Verify Email Address&#8221; field).<br />
Click the  &#8220;Continue&#8221; button.</li>

<p style="text-align: justify;">Click the tab for &#8220;Personal Profile.&#8221; Type your mailing  address, telephone number in the corresponding fields and click the  &#8220;Continue&#8221; button. Click the tab for &#8220;Payments.&#8221; Select the link,  &#8220;Add/Update Banking Information.&#8221; Type a name to identify your account  such as &#8220;USA Bank Checking.&#8221; Type your bank information from your check:  Bank name, bank account number, routing number (for checking accounts).  Click the &#8220;I authorize&#8221; button for HBSC to verify your bank information  (it will take several days for your bank account to be linked for  on-line payments). Click the &#8220;Logoff&#8221; button and wait until you  receive an e-mail from your HBSC credit card confirming your bank  account link has been set up for online payment.</li>

<p style="text-align: justify;">Log into your HBSC online payment account (which is the same  Web site where you initially registered; an account link is also  included in the confirmation email sent by HBSC). Click the &#8220;Pay My  Bill&#8221; button on your Home page containing an overview of your credit  card statement. Select account for payment using the drop-down menu.  Select the type of payment processing (e.g., standard, rush or recurrent  payment). Enter the payment date and the amount in the  respective fields. Click the &#8220;I authorize&#8221; button to process your  payment and receive a confirmation page and e-mail.<br />
Click the &#8220;Logoff  button when you are finished with your online account review and  activity.</li>

Some come free with your card, while others  require additional fees. Check with your credit card issuer to find out  what type of protection you can receive.</p>
<p style="text-align: justify;"><strong>Credit card security</strong><br />
The law limits your  liability for unauthorized charges to your credit card to just $50, and  many credit card companies waive even that amount. All Bank of America  consumer cards are covered by the Total Security Protection® package, which provides  reimbursement for any unauthorized credit card transactions up to the  amount of the loss. You can also opt for the Photo Security® feature,  which allows you to put your picture on the front of your card – and  provides an additional layer of credit card fraud protection.</p>
<p style="text-align: justify;"><strong>Purchase protection</strong><br />

One of the most important things a college student can do for their future is to begin to build their credit. Your credit score will follow you for the rest of your life, and a good score will help you to obtain loans for life’s essentials. If at any point in the future you hope to purchase a vehicle, a home or another large item, now is the time to begin to build your credit.</p>
<p>The great thing about low limit student credit cards is that they are fairly easy to obtain. Since you most likely do not yet have a credit history, this is good news. There are a variety of credit card companies that offer students their first low limit card, and credit history is not necessary. Check out the offers available and chose one that seems good for you.</p>
<p>Once you have your card you will start to build your credit immediately. Within about two billing cycles your credit history will begin. This is why it is essential for students to use their credit card wisely. If you screw up and charge too much or don’t pay your bill, it could be devastating to your credit history. Following the below listed steps will get you off on the right foot.</p>
<p>First, students should come up with a monthly budget. List items on your budget such as groceries, cell phone bill, spending money and any other miscellaneous expenses you may have. Before you begin to use your credit card, make sure that you will have enough money to cover your monthly expenses, if not you will need to trim your expenses or get a part time job to cover them.</p>
<p>Now, decide what you will charge each month on your credit card. One or two small charges is a great way to start. Charging a small grocery bill or even your cell phone bill each month is a perfect way to begin to use your credit card.</p>
<p>Once your monthly bill arrives in the mail, you should pay it immediately. If you need to wait for your next pay check, that is ok. Just be sure to pay it a few days before it is actually due. Also, make sure you always pay the balance in full. Never leave a balance on your card as that will not give you the credit score you are looking for. Plus, you will have to pay incurred interest on your balance.</p>
<p>As you use your credit card each month, do not overspend. Having plastic can make this very tempting, but don’t give in to the temptation. Wise credit card spending habits should start early. Learning to be frugal now will carry over to your future spending habits. Essentially, if you do not have the money for a luxury purchase, don’t buy it, even if your friends are. Down the road you will thank yourself.</p>
<p>If you are careful and follow the important recommendations in this article, you will be well on our way to establishing a good credit history. By the time you graduate from college you will have the groundwork set for your future loan needs. </p>
